The idea was to require all employers to contribute to one state-managed insurance fund that would be used to pay workers injured on or because of their job for (a) their unpaid medical bills, and (b) their lost wages. This separate system was called Workmen’s Compensation; today we call it Workers Compensation, or “Workers Comp,” for short.
