Brief History of Unions. In 1935, the NLRA (National Labor Relations Act) was passed as federal law in the United States in an effort to protect the rights of workers in the private sector, thus allowing the formation of unions, to protect employees as a group. By the mid- 1950′s, unions peaked at a 35% presence in the private sector. By 2007, union domination declined to a mere 7% membership in the private sector, but still a substantial 36% in the public sector.
